340B Prime Vendor Program (PVP)

Definition

The 340B Prime Vendor Program (PVP) is managed by Apexus under an agreement with HRSA. It serves as the central contracting vehicle for 340B covered entities, negotiating sub-340B pricing (pricing below the statutory ceiling price) on pharmaceuticals, establishing distribution solutions, and providing stakeholder education through the 340B University programs.

Participation in the PVP is voluntary and available to all 340B covered entities. The PVP negotiates discounts on behalf of all participating entities collectively, leveraging the combined purchasing power of the 340B community. Sub-340B pricing through the PVP can result in additional savings beyond the statutory ceiling price.

The PVP also offers value-added contracts for non-covered outpatient drugs (such as vaccines and blood glucose monitoring supplies), pharmacy automation hardware and software, and other products needed in the outpatient pharmacy environment. The Apexus Generics Program (AGP) provides contracted pricing on multi-sourced generic products.

For entities subject to the GPO Prohibition, the PVP provides a compliant alternative for accessing discounted pricing on covered outpatient drugs, since PVP contracts are individual contracts between the manufacturer and each covered entity at the 340B ID level.
