Virtue 340B is an Independent 340B Compliance Advisory Firm

We provide independent audits, continuous monitoring, education, and governance evaluation services to hospitals, health systems, rural hospitals, and Federally Qualified Health Centers (FQHCs) across the United States.

Our role is singular: to help executive leadership understand where 340B exposure may exist, translate regulatory complexity into defensible oversight decisions, and ensure programs remain structurally sound over time.

We do not administer the 340B program, operate pharmacies, dispense medications, or provide legal representation. Virtue 340B was founded in November 2022 by Edward Vargas, CIA. Edward Vargas, CIA founded Virtue 340B after more than a decade working across hospital-level 340B program management, internal audit, health system compliance, and third-party administrator environments — roles that provided firsthand visibility into where compliance oversight frequently breaks down.

Many covered entities were operating reactively — correcting findings after audits rather than identifying exposure early. Independent, structured oversight was often absent or under-resourced.
